Revised CESMM4 method becomes mandatory in CWMF in 2025

The Irish government's Capital Works Management Framework (CWMF) is implementing a significant methodological update for all civil engineering projects, mandating the adoption of the revised Civil Engineering Standard Method of Measurement 4th edition (CESMM 4) from January 1, 2025. This decisive move replaces the long-standing CESMM 3, reflecting a strategic imperative to modernise procurement and enhance cost transparency within the public sector’s substantial infrastructure investment programme. CESMM 4 Revised introduces updated measurement rules precisely calibrated to contemporary construction methodologies. This promises greater accuracy and reduces ambiguity in the preparation of Bills of Quantities and other pricing documentation, a critical factor for efficient project delivery and risk management. Furthermore, its inherent compatibility with Building Information Modelling (BIM) positions it as a key enabler for digital transformation across the sector, facilitating more integrated project data and improved cost oversight for firms undertaking CWMF contracts. While optional adoption for new Stage 1 projects commenced on 27 November 2024, the forthcoming universal mandate requires immediate attention from senior decision-makers.
