Room for nature: Ireland’s chance to get housing right
Ireland's ambitious target of 50,000 new homes annually by 2040 presents a critical juncture for its natural heritage, with current development paradigms poised to exacerbate significant biodiversity loss. The Irish Green Building Council (IGBC), in collaboration with Trinity College Dublin, is pioneering the BIO-NEIGHBOUR research to define and operationalise "nature-led" residential development. This innovative approach mandates projects achieve a demonstrable net enhancement of biodiversity, rigorously accounting for impacts across land use, construction, supply chains, and long-term occupation, moving beyond isolated green features.
Preliminary findings expose significant systemic barriers. These include the absence of mandatory biodiversity net gain regulations, fragmented national and local strategies, and a profound knowledge deficit within the industry regarding comprehensive ecological impact assessment, particularly for embodied impacts. Critically, late engagement of ecological expertise, unclear long-term maintenance liabilities, and insufficient financial incentives further impede progress and investor confidence.
For senior decision-makers, the research proposes actionable interventions: implementing simple, binding national biodiversity net gain regulations, mandating early involvement of ecologists in project design, and establishing a national biodiversity knowledge hub for sector-wide upskilling. Financial mechanisms like targeted tax relief or ecological bonds are suggested to overcome funding gaps, alongside clarifying long-term maintenance responsibilities. A fundamental shift towards interdisciplinary collaboration is deemed essential to integrate nature effectively from a project's inception, transforming a potential ecological liability into a sustainable competitive advantage and securing future value.
