Ireland's Capital Works Management Framework (CWMF) has introduced a significant mandatory update for all publicly funded construction projects, effective from 1 January 2024. The new Cost Control and Carbon Reporting Templates, now compulsory for projects commencing CWMF Stage 1, represent a pivotal shift towards standardised and transparent project oversight. These templates are explicitly aligned with the International Cost Management Standard, 3rd Edition (ICMS 3). This alignment ensures a harmonised approach to quantifying and reporting both financial outlays and carbon emissions throughout the entire asset lifecycle. For senior decision-makers within the construction sector, this move underscores the increasing regulatory emphasis on holistic project accountability, extending beyond traditional cost metrics to encompass environmental performance. The transition carries an important operational deadline: the previous suite of cost control templates will be retired from public download after 14 July 2025.
