Update to Guidance Notes 1.6 and 1.7

The Irish Capital Works Management Framework (CWMF) has announced a significant strategic consolidation of its guidance pertaining to consultant procurement and engagement, a development carrying direct implications for senior decision-makers within the construction industry. Effective 4 June 2025, Guidance Note 1.6, which addresses the nuanced procurement of consultants, and Guidance Note 1.7, detailing the Standard Conditions of Engagement and associated sample schedules, have been formally merged into a single, comprehensive guidance note complemented by associated appendices. This revision is presented as part of an ongoing review, aiming to enhance the framework’s efficiency and clarity for all stakeholders involved in the oversight and execution of public capital projects. A tangible benefit of this update is the immediate availability of a sample Form of Tender and Schedule (FTS9) as an accessible appendix, providing a standardised template designed to streamline tendering processes. While the consolidated guidance predominantly focuses on the COE1 contract for Technical Services, its underlying principles and operational utility extend significantly to the COE2 contract for Archaeology. This broad applicability offers immediate value across various specialist consulting domains.
