Use of ARM 5 rules becomes mandatory in CWMF in 2025
The Irish construction sector is poised for a significant operational adjustment with the phased, then mandatory, adoption of the Agreed Rules of Measurement version 5 (ARM 5). Published by the ARM Joint Committee and effective from 27 November 2024, ARM 5 revises the foundational standards for describing and measuring information essential for Bills of Quantities and Pricing Documents in building projects. This update, which integrates previous ARM 4 Supplements 1 and 2, aims to harmonise measurement practices with modern construction methodologies. Critically, ARM 5 is designed for compatibility with Building Information Modelling (BIM), signalling a strategic push towards digital integration and enhanced precision in project planning and cost management. For senior executives overseeing capital works, the implementation timeline is key. While public sector clients could voluntarily adopt ARM 5 for building projects commencing Stage 1 of the Capital Works Management Framework (CWMF) from its effective date, its application becomes compulsory for all such projects initiated from 1 January 2025.
