Effective January 2025, Ireland's public construction sector mandates the use of the Agreed Rules of Measurement, 5th edition (ARM 5), and the Civil Engineering Standard Method of Measurement 4th edition: Revised (CESMM4: Revised). This directive applies to projects entering Capital Works Management Framework (CWMF) Stage 1, enhancing standardisation and transparency in Bills of Quantities for public works. Senior decision-makers must proactively recalibrate internal procurement processes. ARM 4 Supplement 1 is now obsolete; ARM 4 Supplement 2 is expressly disallowed with ARM 5. Compliance and risk mitigation demand thorough familiarisation with these new frameworks. Guidance Note 1.5.3 has been updated, offering essential amendments for integrating CESMM4: Revised into Public Works Contracts. Accompanying tender forms (QW1 Part 1, QW2 Part 1) have also been revised.
